Garner was arraigned Thursday and jailed without the possibility of bail, Holihan said in a release.
A preliminary hearing has been scheduled for 1:15 p.m. March 28 in Lehigh County Central Court.
An affidavit of probable cause in the case was sealed for 60 days.
But Holihan’s office said that Allentown police were called to 314 N. 16th St., at 10:20 a.m. last July 9 to assist city paramedics with a man reported to be in cardiac arrest.
The man who called 911 said he had not heard from Price for several days and went to Price’s residence to check on him and found his body on the floor of his room, the release said.
Authorities ruled that Price died from blunt force head trauma and his death was ruled a homicide by Lehigh County Coroner Daniel Buglio.
The investigation revealed that Garner attacked Price and caused the fatal injuries, the release said.
Police did not give a motive for the killing or further describe details of the incident.
The case was investigated by Allentown Police Detective Theodore Kiskeravage, Lehigh County Detective Daniel Reagan and the Lehigh County Homicide Task Force.
The case will be prosecuted by First Assistant District Attorney Eric Dowdle.
