Plans for Allentown skyscraper still on hold a decade after first approval

Umran Global Investments, the company behind a proposed 37-story skyscraper in downtown Allentown, asked planning officials to delay its Dec. 9 presentation.

ALLENTOWN, Pa. — A postage-stamp corner property near Center City will remain an empty lot for at least a little while longer.

Umran Global Investments wants to change Allentown's skyline by building a 37-story structure at 90 S. 9th St.

The firm bought the property in 2023 from developer Bruce Loch. His company, Ascot Circle Realty, sought to build a 33-story office tower on the small plot of land.

Umran Global was scheduled to again present its plans to Allentown Planning Commission on Tuesday as it continues to push for approval. But the company requested a postponement; its proposal is expected to be weighed at a planning commission meeting soon.

Allentown City Planning Commission first approved Loch's plans in 2015.

Planning officials granted the developer various extensions before it was acquired by Umran Global.

They denied the new owner's request for an extension in January 2024 after deeming its proposal “substantially different” than Loch’s project.

Umran Global was scheduled to again present its plans to Allentown Planning Commission on Tuesday as it continues to push for approval.

Those plans call for 206 residential units, almost 10,000 square feet of office space and some retail areas throughout the skyscraper.

But the company requested a postponement Tuesday; its proposal is expected to be weighed at a planning commission meeting soon.

At 420 feet, the building — to be known as the Peregrine Tower — would be the tallest in the state outside of Philadelphia and Pittsburgh.

The proposal lists retail space on the first and fourth floors, office space on the second, third and fourth floors, and residential space from floors six and up.

And the building could include a restaurant on the top floor, according to the most recent proposal.
