DA announces charges against 2nd Allentown man after shootout at downtown festival

ALLENTOWN, Pa. — An Allentown man has been jailed after law enforcement alleged he opened fire during a shootout in which five bystanders were shot and others injured Sunday in downtown Allentown.

Miguel Angel Ovalles Ubri, 28, was arrested Thursday and charged with attempted homicide and two counts of aggravated assault, as well as simple assault and reckless endangerment, Lehigh County District Attorney Gavin Holihan announced Friday morning.

Yunior Peralta-Quintana, 21, of Allentown, was arrested Sunday. He faces the same charges as Ovalles Ubri.

Both were in Lehigh County Jail on Friday without the option of bail.

They’re accused of opening fire on each other about 6:45 p.m. Sunday near Center City, where hundreds were celebrating the annual Dominican Festival in downtown Allentown.

Cameras captured shootout

Holihan on Friday played several surveillance videos that showed a shootout in a parking lot in the 100 block of North Seventh Street.

Two men, who authorities allege are Ovalles Ubri and Peralta-Quintana, are seen near each other in a crowd of people in the lot before the shooting breaks out.

Six people total, including Ovalles Ubri, were injured by gunfire, Holihan said. Two others were injured during the shootout but not by gunfire, he said.

Authorities previously reported eight people were shot Sunday.

Allentown police said officers ran toward the parking lot on North Seventh Street after hearing gunfire amid the festival Sunday.

There, they found “several people actively shooting at each other,” Capt. Thomas Anderson said Monday.

Holihan said the two shooters fired 20 rounds before police arrived and fired a dozen shots.

No one was injured by shots fired by two Allentown officers, according to the district attorney.

The district attorney’s office is conducting a separate investigation into those officers' use of “potentially deadly force,” Holihan said.

Holihan said officers saved at least two lives by applying tourniquets. Ages of the victims were not immediately available Friday.

The district attorney on Wednesday described the parking lot where the shootout occurred as a “chaotic” crime scene with “a lot of evidence to process and many witnesses to interview.”

Authorities, as of Friday, have not established a relationship between Ovalles-Ubri and Peralta-Quintana, Holihan said.
