Allentown Parking Authority chief to leave agency

Mayor Matt Tuerk said Wednesday he will appoint salon owner Yamilett Gomez to the Allentown Parking Authority's board of directors.

ALLENTOWN, Pa. — Allentown Parking Authority and its executive director have “mutually agreed” to part ways, the agency announced Thursday.

John Morgan will leave at the end of April after seven years at the helm of the agency. He was hired in October 2017 to replace Tamara Dolan, who led the Allentown Parking Authority for more than a decade.

Morgan was “instrumental” in several large projects completed by the agency, including the neighborhood lot at Seventh and Allen streets and the new Maple Street deck, officials said Thursday in a release.

Executive Director John Morgan will leave the Allentown Parking Authority in about a month, as the agency tries to fill a $1.8 million budget hole.

He also oversaw the parking authority’s move to 24-hour enforcement — as mandated by City Council in 2022 — and its implementation of new technology.

Police credit the parking authority’s license-plate readers for help to identify more than 100 stolen vehicles.

Morgan will leave the parking authority with the agency facing a $1.8 million shortfall. Officials are working to balance the budget through a slew of price increases at surface lots and decks in coming months.

Allentown City Council ordered the parking authority to slash its active-enforcement hours, which put a $1 million hole in its budget, APA board chairman Ted Zeller has said.

The agency projects that a series of internal policy changes and price increases will bring in more than $1 million. Allentown Parking Authority officials are expected to soon ask City Council to raise some street parking rates.

Jon Haney, who serves as the agency’s deputy director, is set to act as interim executive director until a new leader is hired. The parking authority will form a search committee to find its next executive director.
